Surgeries Abandon Parking System

After dozens of complaints and incorrect fines issued, the parking system at the doctors’ surgeries in York Road is being abandoned.

The system is operated by Smart Parking and the Bell Surgery have announced on their website that they have given notice to the operator.

The statement says:

We are aware that patients are experiencing problems with our new car parking system and apologise for the distress and inconvenience this is causing.

Notice has been given to terminate the vehicle recognition enforcement scheme which will end on 17th November.  Meanwhile please continue to enter your vehicle registration number when using the car park to attend for an appointment.

If you have parked for an appointment or visit to the Surgery and have attempted to register your vehicle registration number on the screen at reception, yet still received a Parking Charge Notice please contact us with the following details: your name, date of appointment, VRN (vehicle registration number) and reason for appeal. Email thebellsurgery@nhs.net marked for the attention of the Practice Manager. Please do not pay the fine if you feel you were legitimately parking in the Surgery car park.

A polite reminder to our patients:

The surgery spaces are not sufficient to allow parking for patients of two surgeries and are restricted to patients who are disabled, frail, elderly or acutely unwell.

 Any patient or someone driving you to the surgery for an appointment may park for up to 20 minutes maximum (for drop-offs and pick-ups) without entering your car registration number. The number recognition system will track your arrival and departure time.

  • Those patients who are disabled, frail, elderly or acutely unwell using the car park to attend an appointment will have to enter their car registration details at reception. This will entitle them to up to 90 minutes of free parking. If your appointment over-runs you need to alert reception.
  • Failure to comply with these conditions will result in a parking charge of £100 payable to Smart Parking  (reduced to £60 if paid within 14 days)
  • The three car parks – Hart/Bell Surgeries, Townlands Hospital, Chilterns Court have three completely different criteria for parking i.e. the right to park in one car park does not give you the right to park in another.
  • The scheme is administered by an external company, Smart Parking at no financial benefit or cost to the Surgeries.

    Why do they have to do this? Town lands Hospital don’t seem to be having any problems. I and my wife wear glasses and don’t have a problem putting in our name and vehicle details. It’s been super finding a parking space since the new system was installed. It’s a great shame it has come to this.
