Funding Approved for Jubilee Park Changing Rooms Upgrade

At a meeting on May 21st, the Finance, Strategy, and Management Committee allocated £20,000 for architectural services to upgrade the changing rooms at Jubilee Park. These upgrades are necessary to support the proposed 3G football pitch.

Jubilee Park has been identified by the Football Association as a priority location for a 3G artificial pitch, making it eligible for grant funding from the Football Foundation. The application process for this funding is currently underway. To meet the required standards, significant renovations are needed for the existing changing rooms at 353 Reading Road. Upgrades will include solid modesty walls, shower cubicles with doors, and toilets directly accessible from the car park. Current plans involve converting one of the existing changing rooms into a toilet with doors opening out to the car park.

The renovations must begin before the bid application is submitted to the Football Foundation, with a deadline set for July 22nd. Currently, there are 10 changing rooms at 353 Reading Road, with 5 in use for changing and 5 used for storage. Henley Hockey Club uses 4 changing rooms on match days, and 1 is designated for officials. The Football Foundation’s requirements include 2 changing rooms, 2 officials’ rooms (one of which must be accessible), and separate male, female, and accessible toilet facilities that are independent of the changing rooms. Temporary changing blocks are not permitted; the facilities must be permanent structures.

Of the allocated funds, roughly £13,000 will go towards the architect’s fees, with the remaining £5,000 designated for other consultancy and building regulations. The Council currently has £66,061 in unallocated Community Infrastructure Levy (CIL) funds available to cover these costs. The selection of the contractor will be decided by the Town Clerk and Deputy Clerk.
